The passenger trains in Great Britain are run by a number of Train Operating Companies, each with responsibility for particular lines or groups of services. Most services are operated under franchise from national or in a few instances local government, other services are purely commercial ventures run on an open access basis. Almost all Train Operating Companies are members of the Rail Delivery Group
Franchises operated by state owned company under the direction of Department for Transport in the absence of a private operator
Steam hauled tourist trains on the West Highland Railway and trains of the North Yorkshire Moors Railway between Grosmont and Whitby also run as Open Access Operators.
